WHAT THIS IS. ANALYSIS_SPEC_v3, issued 2026-08-30, frozen at issue. It supersedes v2
(whose digest stands in COMMITMENT.txt and is not disturbed) after independent review
found two false statements frozen into v2 on the day it was issued, and found that v2
had changed rules from v1 without a changelog. v3 changes no scoring map, no threshold,
no population and no confidence; its changelogs enumerate every difference in the series.

WHY A NEW COMMITMENT. A frozen document is never edited and a commitment file is never
regenerated — either act destroys the attestation that makes it worth anything. New
record documents therefore get a NEW commitment with a new name, which is this one.
