COMMITMENT 2 — a record document published later than the first commitment

COMMITMENT.txt anchors the frozen record as it stood on 2026-08-30. This file anchors a
document that belongs to that record and was not published until after it: the validation
run behind the 92%-agreement figure and the occupational party split, both of which the
pages cited while the file itself sat unpublished. A reviewer found that.

It is a SECOND commitment rather than an edit to the first, because editing a timestamped
file destroys the attestation that makes it worth anything. That is the rule the first
commitment states and this is what obeying it looks like.

Same limits as the first: this proves the content at the moment of attestation, not that
the file existed on the 2026-08-21 date written inside it.
